PROFESSIONAL EXPERIENCE

As owner and Senior Engineer of Quality Testing and Engineering, Inc. (QTE), some responsibilities include: pre-development consultation, proposals, technical review, personnel management, drilling schedule oversight, budgeting, training, and business development. QTE employs a senior engineer, two staff engineers, two staff geologists, a soil scientist, a director of business development, a field manager, 15 to 20 field inspectors, a concrete lab technician, and four office support personnel. Prior to founding Quality Testing and Engineering, Inc., Mr. Widman was employed by SCI Engineering, Inc. for 9 years as Construction Services Manager and Senior Engineer. Responsibilities included: preparation and review of subsurface reports, coordination, and review of construction observation, coordinated laboratory, and field personnel for material testing, coordinated drilling services, and performed administrative duties such as marketing, billing, material testing data review and reports, and personnel management.

The technical staff Mr. Widman managed ranged from 10 to 22 engineering field technicians and 2 to 3 staff engineers who managed and performed construction materials testing on numerous job sites. Before joining SCI Engineering, Inc., Mr. Widman was employed by Professional Services Industries, Inc. in St. Louis, Missouri as a Staff Engineer. His responsibilities in that capacity included supervising drill crew and field technicians, monitoring and reviewing construction projects, and preparing project reports.

REPRESENTATIVE PROJECT EXPERIENCE

Air, Rail, and Roadway Transportation (Geotechnical and Construction Services)

  • Metrolink Line Section 4A Extension, St. Clair County, Illinois. The Material Quality Control Engineer for a 3-Contractor partnership, which constructed 4 miles of rail alignment including
    3 bridges. Also coordinated 2-5 field material inspectors throughout the project to monitor steel pile driving, general grading, reinforcing and structural steel inspection and fresh concrete inspection.
  • Metrolink Line Section 3 Extension, St. Clair County, Illinois. The Material Quality Control Engineer for a 3-Contractor partnership, which constructed 7 miles of rail alignment including
    11 bridges. Also coordinated 2-5 field material inspectors throughout the project to monitor steel pile driving, general grading, reinforcing and structural steel inspection and fresh concrete inspection.
  • Metrolink Pocket Track, Fairview Heights, Illinois. Oversaw the construction materials testing for the new pocket track which is a main line siding for train maintenance in Fairview Heights, Illinois.
  • Metro Paint Spray Facility, East St. Louis, Illinois. Provided construction materials testing for the new $4.3 million 9,600 square foot facility. This project was completed 6 months ahead of schedule and 10% under the estimated budget.
  • MetroLink Bike Trails Phase II, Swansea, Illinois. The Material Quality Control Engineer for the 1-mile trail which included several bridges.
  • Jersey County Highway Department Bridge Project. Performed geotechnical borings and laboratory analysis for numerous single and double span bridges.
  • Madison County Transit and Metro East Parks and Rec. District: Performed geotechnical borings, laboratory analysis, and formal reporting for numerous bridges and bike trail expansions across Madison and St. Clair Counties.
  • Mid America Airport and Runway Construction, Scott Air Force Base, Illinois. Engineering supervision and management of technical support for the material quality assurance portion of the $208 million runway and related structures. Material placement along with concrete and asphalt plant production had to be strictly monitored in accordance with the Illinois Department of Aviation guidelines
  • 375th Air Wing Refueling Unit Aircraft Apron and Related Structures, Scott Air Force Base, Illinois. Engineering supervision, quality control of materials, and management of technical support for the construction of a $16 million aircraft apron. All related construction materials were monitored in strict accordance with U.S. Federal and Air Force specifications. The apron itself was comprised of over 60,000 yds3 of concrete.
  • Madison County I-70 Bridges, Madison County Illinois. Engineering and technical supervision of QA/QC concrete testing and inspection, rock backfill placement, and bridge deck concrete testing in accordance with IDOT specifications.
  • Prairie State Energy Campus Primary Access Route-New Marigold Road, Lively Grove, Illinois. Performed soil density testing.
  • Prairie State Energy Campus Rail Loop Package, Lively Grove, Illinois. Performed soil density on embankment and concrete testing for rail alignment package.
  • Randolph Jordon CCW Rail Borings, Marissa, Illinois. Performed subsurface exploration and prepared the geotechnical report for a new rail loop and coal unloading facility.
  • Green Mount Road O’Fallon, Illinois. Engineering and technical supervision of QA/QC concrete testing and inspection, rock backfill placement, and bridge structure and deck concrete testing in accordance with IDOT specifications.
  • St. Louis Downtown Airport, Cahokia, Illinois. Rehabilitate Terminal Apron, Taxiway F and construct new air traffic control tower. Engineering and technical supervision of QA/QC Responsibilities included full concrete testing, making cylinder and beam specimens for compressive strength testing in accordance with IDOT specifications.
  • St. Louis Downtown Airport Aircraft Rescue & Firefighting Station, Cahokia, Illinois. Responsibilities included concrete testing, making cylinder and beam specimens for compressive and flexural strength testing in accordance with IDOT and IDOA specifications.
  • St. Louis Regional Airport Access Taxiway/Apron, Bethalto, Illinois. Oversaw construction materials testing including concrete quality control in accordance with IDOA specifications.
  • Illinois Route 159 Bridge and route realignment and reconstruction, Collinsville, Illinois. Engineering and technical supervision of QA/QC concrete testing and inspection, rock backfill placement, and bridge structure and deck concrete testing in accordance with IDOT specifications.
  • Missouri Highway 367 Reconstruction Project, Spanish Lake, Missouri. Provided construction material quality control services of removed & replaced PCCP along a 2-mile stretch of state highway. Services included full-time QC testing of materials at both the plant and at the site.
  • I-70 & Grand Interchange, St. Louis, Missouri. Completed the construction materials testing for the concrete pavement in accordance with MODOT specifications.
  • I-70 Exit Ramp at Wentzville Parkway, Wentzville, Missouri. Completed the construction materials testing for the concrete pavement in accordance with MODOT specifications.

Government and Municipal Projects (Geotechnical and Construction Services)

  • New Enlisted Airmen’s Dormitory, Scott Air Force Base, Illinois. Prepared geotechnical report and completed construction materials testing.
  • BRAC ADAL USTRANSCOM & Joint Operations Intelligence Center, Scott Air Force Base, Illinois. Completing the construction materials testing for this $130 million project. Also prepared geotechnical investigation and construction materials testing for the adjoining Joint Operations Intelligence Center.
  • Cottleville City Hall & Police Station, Cottleville, Missouri. Preformed construction materials testing for this award-winning project.
  • Black Jack Fire Stations, Black Jack, Missouri. In 2004 and 2008 our firm prepared the geotechnical investigation as well as completed the construction materials testing for these two new fire stations.
  • Swansea Fire Station, Swansea, Illinois. Completed the construction materials testing for this project.
  • O’Fallon Public Safety Facility, O’Fallon, Illinois. Prepared the geotechnical report as well as the construction materials testing for this new police station.
  • Caseyville Waste Water Treatment Plant Expansion, Caseyville, Illinois. Engineering supervision and construction inspections including subgrade preparation, density testing, concrete placement, and material classification during construction for this $21.9 million project.
  • New Baden Wastewater Treatment Plant Expansion, New Baden, Illinois. Currently performing the construction materials testing services for this project.
  • Illinois State Police Forensic Lab, Belleville, Illinois. Completed environmental site studies, underground coal mine study and geotechnical investigation.
  • Collinsville Wastewater Treatment Plant Expansion, Collinsville, Illinois. Completed the construction materials testing services for this $7 million project.
  • Roxana Wastewater Treatment Plant Disposal Facilities, Roxanna, Illinois. Hired by the contractor to provide construction materials testing.

Commercial and Other Facilities (Geotechnical and Construction Services)

  • Unilever 1.2 Million-Square-Foot Warehouse Terminal, Gateway Commerce Center, Pontoon Beach, Illinois. Performed geotechnical study and recommended foundation design in the Mississippi River Flood Plain with high plastic clay present. Field construction services included monitoring 260,000 cubic yards of chemically treated high plastic clay, and tested fresh and hard concrete properties throughout the entire project.
  • Hershey 1.1 Million-Square-Foot Warehouse Terminal, Gateway Commerce Center, Pontoon Beach, Illinois. Performed geotechnical services and construction materials testing for tilt up concrete structure with extensive soil stabilization on-site.
  • AO-I, AO-II and III Warehouse, Edwardsville, Illinois. 1 Million-Square-Foot Warehouse over 2 buildings. Performed geotechnical services and construction materials testing for tilt up concrete structure with extensive soil stabilization on-site.
  • Target Stores, Inc., Chesterfield and St. Louis, Missouri. Manager of field technician staff. Field technicians perform standard material testing on soil, rock, concrete, asphalt, and structural steel during construction of 110,000 to 200,000 square foot facilities.
  • UEPH Dining Hall/Dormitories/Levees, Scott AFB, Illinois. Engineering supervision of material evaluation for multiple borrow pit selection and monitor general grading for site development of $36 million project consisting of three enlisted personnel housing units (multi-person) and one dining hall. Field services included density testing of soil fill, soil subgrade, crushed rock base, utility backfill (soil and sand); concrete inspection; and masonry inspection (mortar and grout). Field services had to be coordinated with the general contractor and the U.S. Army Corps of Engineers.
  • Lanter II Addition, Edwardsville, Illinois. Manager of field technician staff. Performed construction materials testing for a 300,000 square foot tilt up concrete building.
  • Former Schnucks Dairy and Warehouse, St. Louis, Missouri. Engineering supervision of subgrade preparation, subgrade drainage, and rubble fill operations which included demolition of the structure, preparation of rubble material to appropriate gradations, monitoring the installation of a drainage structure to divert water from an underground spring, and to verify adequate densification of rubble placed.
  • Wal-Mart. Manager of resident technician staff on-site at numerous locations in Illinois, Missouri, Iowa, and Minnesota. Resident technicians perform standard material testing on soil, rock, concrete, asphalt, and structural steel during construction of 110,000 to 200,000 square foot facilities.

  • Whiteside School; Belleville, Illinois. Manager of field technician staff. Field technicians perform standard material testing on soil, rock, concrete, asphalt, and structural steel during construction of facilities.
  • East St. Louis High School Addition and Lansdowne Middle School East St. Louis, Illinois. Manager of field technician staff. Field technicians completed construction materials testing services for this project.
  • Bond County Schools; Sorento, Pocahontas, and Greenville, Illinois. Manager of field technician staff. Field technicians perform standard material testing on soil, rock, concrete, asphalt, and structural steel during construction of facilities.
  • Millstadt Consolidated School Primary Care Center, Millstadt, Illinois. Completed geotechnical exploration and the construction materials testing. This project cost $5.2 million and was completed two months ahead of schedule.
  • Southwestern Illinois College Liberal Arts Building, Belleville, Illinois. Completed environmental study, prepared geotechnical report, and completed the construction materials testing.
  • Southwestern Illinois College Fire Science Training Center, Belleville, Illinois. Completed environmental study, prepared geotechnical report, and completed the construction materials testing.
  • Southwestern Illinois College, Granite City, Illinois. Prepared geotechnical report and construction materials testing for parking lot renovations, sidewalks, and for new campus signage.
  • Southwestern Illinois College, Red Bud, Illinois. Prepared geotechnical report and construction materials testing for parking lot renovations and for new campus signage.
  • Lindenwood University J. Scheidegger Center for the Arts, St. Charles, Missouri. Provided construction materials testing for this 138,000 square foot facility.
  • St. Louis University High Danis Fieldhouse Student Center, St. Louis, Missouri. Prepared the geotechnical report as well as completed the construction materials testing for this $10 million project.
  • Alton High School Expansion, Alton, Illinois. Completed the construction materials testing. This project was constructed ahead of schedule and under budget.
  • Belleville Township High School East, Belleville, Illinois. For the new Media Center, performed the geotechnical investigation as well as the construction materials testing. Athletic stadium, the central terrace, and parking lot projects completed the construction materials testing.
  • Lewis & Clark Community College Templin Nursing Building, Godfrey, Illinois. Prepared the geotechnical report and completed the construction materials testing for this $23.5 million project.
  • Lewis & Clark Community College N.O. Nelson Complex, Edwardsville, Illinois. Performed several geotechnical investigations and provided construction material testing for several phases of historic building rehabilitation and new construction.
  • New Cahokia High School, Cahokia, Illinois. Prepared the geotechnical report for this new $40-50 million project. Currently in the design phase of this project.
  • McKendree University New Student Housing, Lebanon, Illinois. Prepared the geotechnical report and currently completing the construction materials testing for this $14 million project. The project is scheduled for completion in August 2011.

Industrial Facilities (Geotechnical and Construction Services)

  • Ameren UE Power Plant Cooling Pond Addition, Coffeen, Illinois. Geotechnical exploration and field construction testing for an 80-acre cooling pond. Project required exclusive fieldwork to separate useable clay soil for liner material from more permeable silty soil used for embankment and baffle cores.
  • Holland Energy Facility, Beecher Facility. Provided on-site Material Quality Control Assistant who monitored both materials for acceptance and installation procedures during construction of a $200 million peak operation power plant.
  • Wentzville Bluffs, Wentzville, Mo. Engineering supervision of mass rock excavation and grading operations on a 20-acre retail development site.
  • Highland Water Treatment Plant, Highland, Illinois. Engineering supervision and construction inspections including subgrade preparation, density testing, concrete placement, and material classification for the construction of new clarifiers, settling basins, chemical storage structure, and the operations structure addition.Laclede Steel, Vandalia, Illinois. Field engineer providing quality control during re construction of 260,000 square feet of heavy-duty limestone parking and staging areas. On-site evaluation included density testing of soil subgrade and acceptability of existing gravel stockpile for re use.
  • Pepsi-Cola Bottling Facility, St. Louis, Missouri. Engineering supervision for new $35 million bottling facility. Responsibilities included concrete testing, reinforcing steel, asphalt testing, and soil testing
  • Prairie State Energy Campus General Grading Package, Lively Grove, Illinois. Performing soil density testing for over 1 million cubic yards of soil and also performed miscellaneous concrete testing during site preparation phase of the new $2 billion coal fired power plant.
  • Prairie State Energy Campus Piling Package, Lively Grove, Illinois. Performed driven-steel piling inspections and welding observation.Prairie State Energy Campus Rail Loop Package, Lively Grove, Illinois. Performed soil density on embankment and concrete testing for rail alignment package.Randolph Jordon CCW Rail Borings, Marissa, Illinois. Performed subsurface exploration and prepared the geotechnical report for a new rail loop and coal unloading facility.
  • Conoco Phillips Heavy Haul Road-River Terminal to Hwy 111, Wood River, Illinois. Performed construction materials testing during construction of the lime stabilized subgrade and heavy duty pavement sections.
  • Conoco Phillips CORE Coker Project, Wood River, Illinois. $5 billion CORE Coker Unit expansion project in which our firm has completed construction materials testing on Preliminary Site Prep Work package. Coker Unit Auger Cast Piles-performed QC Field Engineer work to provide verification to the owner that contractor work was in conformance with plans and specifications.
  • Conoco Phillips Hydrogen Plant, Wood River, Illinois. Performed construction materials testing to Cherne contracting during construction of $41 million portion of the $5 billion plant expansion.
  • Ameren Duck Creek Power Plant, Canton, Illinois. QC sub-consultant for construction materials testing to contractor for the installation of the new scrubber as well as the new 560 foot tall, jump formed, concrete stack.
